RCC, civil service, Hussein, council of ministers, fixed term
Under the constitution, the RCC selects the president, who is the official head of state. The president appoints all government, civil service, and military personnel and approves the budget. Most of the president’s power comes from his role as chairman of the RCC. There is no fixed term for president.
A council of ministers headed by a prime minister is the country’s main administrative body. Hussein has served as prime minister for most of the time he has been president, except for the short period from 1991 to 1994. The RCC appoints and dismisses ministers.
