In May 2002 independent candidate Alvaro Uribe Velez was elected Colombia’s new president after winning a clear majority in the first round of voting. Uribe, a former provincial governor and the mayor of Medellin, campaigned on a pledge to step up the military effort against the leftist guerrillas. Uribe promised to double the size of Colombia’s military and police forces and also to seek international mediation to end the conflict.
